Custom Partition

Hi again!
Now I'm trying to modify an existing image that works (lubuntu-server-nand.img). I can unpack, mount and modify rootfs.fex with success.
Now, I want to create another partition that I'll mount onver '/test' on final image. I've created this partition in my running board and I can export this to a file called 'testfs.fex' with success. The only problem is that this file is getting the size of current partition, but it doesn't contain anything yet!
In all images that I've unpacked, all filesystem images are very small, with only the size of files (not the entire partition). So I'm guessing that the way that I'm copying/creating this file is not right.
I'm using:

dd if=/dev/nande of=/remotemount/testfs.fex

Is this right?
