yes.

The Problem is not the cec Support of the kernel, the problem is that  libcec is not modified for Cubieboard and also xbmc could not be work with cec. The kernel cec does not make sense as long no lib is supportet.
Are there any plans to port/mod libcec for Cubieboard 2 (A20)?

I planned to make libCEC for cubieboard but I have no information as to whether cubieboard has kernel support (driver) for HDMI-CEC. Because number(about 1000) that i need and i will run only one app, cubieboard 1 would be great for me.

Looks like that Cubieboard 2 has cec kernel Support, if the Kernel is configured for cec Support (CONFIG_HDMI_CEC=m) then there is a module  /lib/modules/3.4.61+/kernel/drivers/video/hdmi-cec/hdmi-cec.ko available, this module is also loadable but I can't find any device under /dev for access, maybe there is a udev rule missing? Maybe there also the USB ACM Support will required?
I use the latest (http://dl.cubieboard.org/software/a20-cubieboard/debian/nand/) Debian nand Image.
As long as none of the developers reported here probably remain a mystery. ;)

With android I'm not familiar, but for debian, ubuntu... are the kernel sources available and you can build a kernel with cec support (I've already made here and worked well). Are this kernel sources not compatibel?
Or helps this? http://linux-sunxi.org/A20-Cubieboard/Building_your_own_Android_image

I've looked at the hdmi-cec support on the sunxi kernel, and it appears to be just test code that turns the monitor on/off; it doesn't install any actual driver.  CONFIG_HDMI_CEC won't work, as there is no underlying CEC driver for the Allwinner HDMI hardware.

Well, it is about one year later. Any proceedings ?

I would like to use CEC on my Cubieboard but I don't have the skills beyond following some guidance...
